Water Security Agency Owner’s Engineer

KGS Group was retained as Owner’s Engineer for the Water Security Agency (WSA) in 2020 to help reduce its maintenance and capital project backlog. KGS project managers acted on behalf of the WSA to scope, manage and execute over 20 project procurements. KGS Group project managers also assisted the WSA with the oversight of the larger portfolio of Owner’s Engineer (OE) projects. Scoping and executing projects required KGS and WSA to create systems and processes as they went.

The first year of the contract was defined by work process definition, engineering standards development, and project engineering. In the second and third years, KGS was able to progress the work through engineering to construction. Because of that, in the 2022 fiscal year, WSA spent the entirety of their capital budget allocation for the first time, with KGS-managed OE projects accounting for over two thirds of budget spending. This trend continues to this day. From November 2020 to March 2024, KGS oversaw over 20 engineering projects; managed over 45 different engineering, long-lead procurement, and construction contracts; and delivered over $53 million in capital construction.

Additionally, the WSA now has a framework for Owner’s Engineer work that allows them to maintain structures in a more consistent, sustainable manner. Likewise, ACEC-SK members will have a more consistent approach to working with WSA on Owner’s Engineer work due to the framework that has been developed.
